Oct. 28 Daily Briefing: Navigation Center meeting, crash after shooting, rare plane sighting, and more

In today’s Daily Briefing, we tell you about a big plane parked at the airport, concerns about a city facility serving the unhoused population, and a campaign that’s now live to support the library remodel.

Welcome to Tuesday, where it’s still … hot! It may look like fall on the calendar, but weather experts have issued a heat advisory through Wednesday as Santa Ana winds push temperatures 10 to 15 degrees above normal into the mid-90s. We’re expected to be back in the low 90s by Friday, so until then, remember to stay hydrated, seek shade or AC, and save outdoor activities for early morning or evening. Stay cool out there!

LEADING OFF

Lt. Mike Villegas speaks with the audience of roughly 30 residents who attended a meeting about the cityโ€™s Navigation Center Monday evening.

Palm Springs Navigation Center faces growing pains one year in

Palm Springs’ Navigation Center has moved a dozen people into permanent housing in its first year. But it has also drawn homeless individuals from across the region, straining city resources and fueling neighborhood concerns.

Driving the news:
At a community meeting Monday, police and city officials told residents the facility on McCarthy Road, which offers 80 modular housing units and 50 shelter beds, is operating at full capacity while fielding arrivals from other cities and states who’ve heard Palm Springs offers shelter and support.

  • “We’re completely tapped out,” Lt. Michael Torres said. “People are coming here because they know we have resources.”

By the numbers:ย Police responded to 290 calls at the center so far this year, compared with 226 in 2024. More than half were medical or fire-related, and arrests tied to the site remain in the single digits, Lt. Mike Villegas said.

Progress report:ย Anne Eyring, a senior director with operator Martha’s Village & Kitchen, said 12 residents have found permanent housing and 26 have gained jobs since the center opened in November.

At issue: Residents of nearby Desert Highland Gateway Estates said they support helping the homeless but are frustrated by loitering, camping and public disturbances at bus stops and businesses like Tower Market.

  • “We feel like the homeless were redlined to our community just like we were,” said Dieter Crawford, a longtime community activist. “Our concern is for our children and whether this program is truly working.”

What’s next: Councilmember Grace Garner said the city is pushing for regional collaboration to ease the burden on Palm Springs. Police have asked surrounding agencies to stop transporting people into the city.

AND FINALLY …

In these photos shared with us by reader Fred Christ, a 747 is seen from Sunrise Way as it makes its approach to PSP on Sunday afternoon, and later as it’s parked at the airport.

A rare bird landed at Palm Springs International Airport on Sunday afternoon when a Boeing 747-400M touched down around 3 p.m., drawing immediate attention from aviation enthusiasts and curious onlookers alike.

Driving the news:ย The aircraft, operated by the Dubai Royal Air Wing, typically serves as VIP transport for royal and government officials rather than commercial service, making its appearance at PSP notable enough to send internet sleuths scrambling for details.

  • While unconfirmed, speculation centered on whether the jet was transporting thoroughbred horses to compete in this weekend’s Breeders’ Cup World Championships at Del Mar, particularly after the plane made a stop in San Diego before heading to Palm Springs for parking.

In context: Though uncommon, 747 landings aren’t unprecedented at PSP. The airport’s main runway stretches 10,000 feet โ€” well beyond the roughly 7,000 feet typically needed for a 747 landing.

  • The runway has previously accommodated Air Force One during seven visits by President Barack Obama between 2013 and 2016, plus once during a visit by President Trump in February 2020.

But wait: Video of the jet’s low and slow approach, captured from the PSP tower, can be seen here, and offers aviation enthusiasts a front-row view of the landing. If you want to track the plane’s possible departure, you can see where it is using this link.

  • If you visit the PSP tower’s unofficial Instagram page, give it a follow. Air traffic controllers continue working despite the government shutdown halting their paychecks, so they can use all the support you can offer.
